If the exterior of your home is unpainted or has been scraped and sanded, you will want to lay down a coat of primer. Make sure that the primer you’re using is right for the surface you’re painting. While most surfaces can be treated with acrylic primer, some surfaces, like cedar and redwood, require oil-based primers. The oil stops the wood tannins from bleeding through the topcoat.
Use semi gloss for hallways because walls there are more likely to be touched, bumped or otherwise marked over time (semi gloss cleans more easily). However, use flat for a living room. Flat will help hide imperfections in the walls. If you want the same color in both the hall and living room, then no problem. Use flat in the living room, semi gloss in the hall, making the threshold the transition point.
Before hiring a painter, you should get a detailed estimate from them. This should include costs for labor, materials, paint, and the timeframe of the project. Covering details upfront will prevent issues from emerging later on. Ask the painter if they charge for travel time, whether their estimate includes pressure washing and caulking, and any other questions you might have.

The average for painting labor across the country is $30–$40 per hour before you pay for paint, painting supplies, location costs, and equipment. To get a very general estimate, though, painting contractors will take into account the square footage of your home and the number of stories and also factor in normal prep work.
Prep the house. Wash the walls, remove wallpaper, patch, spackle, seal stains, dry and sand before you attempt to paint. Now is also the time to apply painters tape for trimming, lay drop cloths, etc. Remove all outlet and light switch face plates, collecting screws in a zip-top bag (good opportunity to wash the face plates all at once as well).[4] You can also buy your paint at this time. Don't wait until the last minute. It can take hours to mix many gallons of all your colors. Remember that traffic triples at your home-supply and hardware stores on weekends. Buy on a weekday if possible.
When painting a carpeted room, keep in mind that paint will soak through drop cloths. This is especially true of the cheaper, lightweight cloths. It helps to tape masking paper to all of the base boards before laying the drop cloths. Tuck the edges of the cloth under the paper--this will help keep it clean. You might want to invest in a hand-held masking machine--they make the job go much faster. Even after taking these precautions make sure to clean big drops or spills before they soak through and before you step on them!

All the stripper will do is soften the paint. You’ll still have to scrub or scrape it off.
After you’ve bought your materials, prepare by removing all the furniture from the room. Next you can wash the walls and fill in any holes with spackle. Make sure to lay drop cloths or old sheets on the ground to protect the floor from paint. When you’re ready to paint, start with a layer of primer to cover all the walls. While vinyl siding salespeople claim it never needs to be painted, it does lose its color strength over time, and the degree of fading can vary depending on which sides get the most exposure to sunlight. Perhaps it still hasn’t faded, but you don’t like the color much. You can’t go any darker than its current color, though, because the siding is designed to absorb only so much heat, and a darker color could cause it to buckle. Vinyl paint is available in many colors. Brush painting and roll painting vinyl siding costs $43 per 100 sq. ft., and spray painting costs $34 per 100 sq. ft.
Following the same process as the primer, cut in the walls with your chosen paint. For best results, paint one wall at a time. This makes it easier to spread the paint while it’s still wet. Work from top to bottom, rolling the paint in V or W-shaped strokes. Before applying a second coat, wait two to four hours. Then proceed with the same process used for the first coat.
Determine the coverage area for each color and estimate the number of gallons you'll need for each. For odd walls with angled ceilings, make your best guess. If you're not comfortable doing this, measure the wall at its highest height and multiply that by its width. Now subtract the lowest height from the highest height, multiply that number by the width, cut that answer in half, and finally subtract that new number from the original height by width. That should give you the wall area.
You’ll spend between $500 and $3,000 or $1 to $3.50 per square foot to paint concrete. However, expect to pay $2 to $7 per square foot since concrete almost always needs a coat of primer first.
